Prior to having the formal oath-taking ceremony, Dr. Licuanan was able to discuss with the ALCUCOA Officers about quality assurance standards amidst politics in Local Universities and Colleges (LUCs). Further, Dr. Licuanan emphasized that CHEd should be regarded as developmental, rather than regulatory.

Dr. Arcega remarked that upon his assumption of ALCUCOA presidency, he has presented ten (10) strategic programs for ALCUCOA to embark on to strengthen quality assurance through ALCUCOA accreditation of LUCs. This, according to him, shall make way for the institutionalization of quality assurance in the LUCs and shall therefore free LUCs from politics – that should the school administrators end their terms following change in the local government composition, the system shall be able to stand by itself, with the guarantee of continuity and sustainability of quality in the higher education.
